Does the Visa Application Center accept legalization applications via post?

The Visa Center does not accept postal applications. However, you can entrust an agent to submit the application on your behalf. 
the Visa Application Center provides only postal service for return delivery. Upon submitting the application, you can choose the return delivery postal service with extra charges of postal application service fee and postage fee.
